LOCATION: John H. Stroger, Jr. Hospital – Emergency Medicine
The Emergency Medical Services Manager is responsible for the daily operations of the Illinois Department of Public Health (IDPH) designated John H. Stroger Jr. Resource Hospital/Chicago West EMS System, which provides medical oversight to 5,000 prehospital providers as part of the Chicago Region 11 Emergency Medical Services (EMS) System. Responsibilities includes supervision, coordination, planning, education and evaluation of the EMS systems providers, educational programs, policies, medical guidelines and quality assurance activities as mandated by the IDPH EMS Act. The Emergency Medical Services Manager functions as the representative of Stroger Hospital and acts as a liaison with the IDPH, the Chicago EMS System, the Chicago Fire Department (CFD), area receiving hospitals and all prehospital providers within the region.
This position is exempt from Career Service under the CCHHS Personnel Rules.
Ensures EMS System compliance with all IDPH rules and regulations as outlined in the Illinois EMS Act.
Attends and participates in local, regional, statewide and national meetings and committees outside of Region 11, which may impact the operations of the System
Supervises the EMS administrative assistant and oversees maintenance of licensure and tracking of continuing education for 1,000-2,000 external prehospital providers based at volunteer, private, law enforcement, and municipal EMS agencies. This includes utilization of the IDPH licensing portal as well as the Region 11 EMS System online learning platform.
In conjunction with the EMS Medical Director, recommends licensure, re-licensure, or revocation of licensure for system Emergency Medical Technician's (EMT) and paramedics.
Supervises assigned Chicago Fire Department basic and advanced life support engines and trucks, CFD Advanced Life Support Ambulances, private and volunteer basic and advanced life support ambulances, and non-transport law enforcement tactical EMS providers.
Creates and administers System policies and medical protocols in accordance with IDPH requirements.
Plans/creates/delivers clinical, didactic and online continuing education (CE) consistent with the National EMS Education Standards as well as Regional policies and protocols to all levels of Region 11 pre-hospital personnel. This includes licensed EMT basics and paramedics as well as EMT and Paramedic students, Emergency Communications RNs (ECRN), and Emergency Communications Physicians (ECP's)
Oversees initial training, orientation and maintenance of certification and competence for ECRN's and ECP's at Resource Hospital as well as assigned associate hospitals.
Plans, coordinates, and creates EMS System continuing education curriculum in conjunction with other Resource Hospital EMS coordinators.
Assists in education and administration of the City Colleges of Chicago, Malcolm-X College EMT and Paramedic programs
Ensures competence of all new Advanced Life Support (ALS) and Basic Life Support (BLS) providers requesting entry into Region 11 EMS System through planning and creation of System Entry evaluation and testing consistent with national education standards as well as regional policies and protocols.
Ensures competence of all levels of system providers including paramedics and EMT's by creation and delivery of yearly competency testing in conjunction with other Resource Hospital coordinators.
Participates in Regional EMS System QA/CQI activities as part of the Region 11 EMS System CQI committee including collection and analysis of EMS related reports and statistical data.
Manages all aspects of EMS related complaints/requests for clarification presented to the Resource Hospital including background investigation, evidence review, personnel interviews, and remediation in conjunction with EMS Medical Director.
Responsible for maintenance and daily operations of EMS communications network at Stroger Hospital including EMS Telemetry radio, MERCI radio, EM Resource database and Lifenet ECG portal.
Conducts follow up investigations and reporting for all pre-hospital personnel exposed to a patient's body fluid or potentially infectious agent as dictated by IDPH and federal statue.
Participates in EMS related emergency medicine resident education and the EMS College within the Cook County Emergency Medicine residency.
Works with Emergency Medicine and Trauma nursing and administration to ensure compliance with medication and equipment replacement for pre-hospital vehicles as stipulated by the Chicago EMS System and IDPH. Additionally acts as the liaison for both departments in relation to all EMS related issues.
Conducts in-field oversight of pre-hospital providers on a monthly basis.
Participates in EMS and Disaster preparedness committees including Incident Management and Emergency Preparedness.
Assists the Department of Trauma in conducting the Stroger sponsored Trauma Nurse Specialist course.
Performs other duties as assigned.
Must be licensed as a Professional Registered Nurse in the State of Illinois.
Must possess a Bachelor's of Science in Nursing. (Must provide official transcripts at time of interview)
Must possess at least Five (5) years of Emergency Department (ED) nursing experience.
Must possess at least Three (3) years of Emergency Medical Services (EMS) nursing experience.
Prior experience creating and delivering educational content to EMS providers.
Must be proficient with using Microsoft Office.
Must possess a c urrent Illinois Emergency Communications Registered Nurse (ECRN) licensure. (Must provide proof at time of interview.)
Must possess a c urrent Illinois Lead Instructor certification. (Must provide proof at time of interview.)
Must possess a current Advanced Cardiac Life Support (ACLS) certification. (Must provide proof at time of interview.)
Must possess a current Pediatric Advanced Life Support (PALS) certification or a Pediatric Education for Prehospital Professionals (PEPP) certification. (Must provide proof at time of interview.)
Must possess a current International Trauma Life Support (ITLS) certification or Prehospital Trauma Life Support (PHTLS) certification. (Must provide proof at time of interview.)
Previous experience with online learning platforms such as Target Solutions.
Master's degree in Education or Administration.
Licensed EMT or Paramedic.
Instructor certification in ACLS, PALS or PEPP, ITLS or PHTLS.
